I am hopeful of a payment in July 2014 myself. According to rough estimations.
Ever since the latest game Jam, all submissions have had far lower scores then what they should have. Back then it was blamed on the lower quality of the flashes, but it wasn't that. Stuff that would usually get 4.0x was getting 3.6x instead.
And now, it's at its worst. Most of the top five submissions today deserved at least 3.6. It's not a fault of the voting system either, because most submissions pass judgement with a justified score, but then the zeroing begins.
I've noticed and it's worrying. I think it's the fact that votes are hidden. Maybe something like a little tracker right underneath the submission score that shows the last 10 votes and who cast them will help people being more respectful to the hard work people put in their creations.

The reason overall scores are degrading is simply just that Newgrounds is gaining more users.

Its that now people are getting smarter(if you can call it that) they realize if a flash has a score of four and they think it deserves a three that voting three wont really do anything so instead they'll vote zero or one knowing that it has a better chance of making the score what they think it should be
